The Union Cabinet has approved the One Nation, One Election bill, paving the way for simultaneous elections to the Lok Sabha and state assemblies. Sources indicate that the bill is likely to be introduced during the ongoing winter session of Parliament, aligning with a key promise made by the BJP in its Lok Sabha election manifesto.

The development follows the government’s acceptance of recommendations by a high-level committee chaired by former President Ram Nath Kovind. The committee proposed holding simultaneous elections for the Lok Sabha, state assemblies, and local bodies in a phased manner. Its extensive 18,626-page report outlines a two-step implementation strategy, with constitutional amendments required to synchronize the electoral cycles.

A Two-Stage Plan

The Kovind panel’s report suggests that the first stage should focus on aligning Lok Sabha and state assembly elections. The second stage involves synchronizing local body and municipality elections with national and state polls. Local body elections would be conducted within 100 days of Lok Sabha elections, necessitating approval from at least half of the states. The committee has recommended 18 constitutional amendments to make this vision a reality.

Government’s Strategy

Aware of potential opposition, the government plans to send the bill to a Joint Parliamentary Committee (JPC) to foster a broad-based consensus. This move aims to address scrutiny from opposition parties, including Congress and AAP, which have argued that simultaneous elections would disproportionately favor the ruling party at the Centre. However, major NDA allies, such as JD(U) and Chirag Paswan’s party, have expressed support for the initiative.

The government also intends to gather insights from various stakeholders, including the Speakers of state assemblies, intellectuals, experts, civil society members, and the public. This comprehensive approach seeks to ensure inclusivity and address diverse concerns surrounding the legislation.

Opposition and Challenges

While the bill has garnered support from NDA allies, parties from the INDIA bloc have expressed strong reservations. Critics argue that the move could disrupt federalism and concentrate power at the Centre. Nevertheless, the BJP remains steadfast, emphasizing the potential benefits of simultaneous elections, such as reduced election-related costs and streamlined governance.

If introduced and passed in this session, the One Nation, One Election bill could mark a significant shift in India’s electoral framework. However, achieving the required constitutional amendments and state-level approvals will be critical in realizing this ambitious plan.
