The Uttar Pradesh government has issued a firm directive mandating state employees to submit their property declarations or face consequences. According to a new order by Chief Secretary Manoj Kumar Singh, any employee who fails to disclose details of their movable and immovable assets by September 30 will have their salary withheld. This also extends to their Drawing and Disbursing Officer (DDO), making both employees and their supervisors accountable for non-compliance.
All state employees are required to update their property records on the government’s Manav Sampada portal, a digital platform used for tracking employee information. This directive comes as part of the state’s ongoing efforts to ensure transparency and accountability within its workforce. As of September 12, the government reported that only 719,807 of the 844,374 state employees had complied with the directive to declare their property. However, senior government officials confirmed that, by September 22, around 90 percent of employees had submitted the required details, leaving only a small percentage yet to comply.
The new government order clearly states that employees who fail to update their property declarations on the Manav Sampada portal by the deadline will not receive their September salary. Additionally, DDOs are held accountable for ensuring that all employees under their supervision have completed this task. If the deadline is missed, both the employee’s salary and the DDO’s salary will be withheld as a penalty for non-compliance.
The government has assigned department heads and office heads the responsibility of closely monitoring the status of property declarations at their respective levels. In the event of any technical issues, such as property details not reflecting on the portal, the designated nodal officer is required to collaborate with the National Informatics Centre (NIC) to resolve the problem swiftly, ensuring that no legitimate declarations are overlooked.
The order also specifies that any exemptions granted to employees from disclosing their property details must be recorded on the Manav Sampada portal. This ensures that all exceptions are documented and transparent, aligning with the state’s broader goals of maintaining openness and fairness in its workforce management.
