In Telangana, questions are being raised on the encounter of 4 accused of rape and murder with the Veterinary Doctor. A petition in the case was filed in the Supreme Court on Saturday. It demanded an FIR, investigation and action against the policemen involved in the encounter. Petitioners Advocate GS Mani and Pradeep Kumar Yadav have said that the police did not follow the 2014 Supreme Court Guidelines in this case.
2014 Supreme Court Guidelines on Encounter
After the encounter, it is necessary to register its FIR. The families of those killed or injured in the encounter will have to be informed immediately. All deaths will be under magistrate inquiries. The encounter will be investigated by the team of CID or any other police station. The investigation will be done under the supervision of a high-ranking officer from the head of the team involved in the encounter.
It is necessary to inform the National Human Rights Commission or State Human Rights Commission about the death in the encounter.
Strong action on Jaya Bachchan and Swati Maliwal also demanded
Apart from this, advocate ML Sharma in the Supreme Court demanded the constitution of SIT under the supervision of the court to investigate the encounter. He filed a case against Jaya Bachchan and Delhi Women’s Commission chairperson Swati Maliwal for supporting the police action.
Human Rights Commission will conduct on-spot investigation
On the other hand, a team of National Human Rights Commission (NHRC) reached Hyderabad on Saturday morning to investigate the encounter. The two-member team of the NHRC will first go to Chatanapalli in Shadnagar, where the police had arrested the accused. According to sources, the team will conduct an on-spot investigation. Apart from this, details will be taken from the policemen involved in the incident. After this, the officers will go to the government hospital, where the four accused were autopsied.
The NHRC on Friday took cognizance of the matter and set up an inquiry. The Director of the Human Rights Commission was urgently sought to send a fact-finding team for investigation. The SSP level will be headed by this team. According to the NHRC, the policemen were not fully alert in the matter. They also did not prepare for any action of the accused. According to the commission, if the accused were actually guilty too, then also it was for the court to decide according to the law.
Telangana High Court has taken cognizance of the case
The four accused killed were in 14-day judicial custody. In this case, the Telangana High Court took cognizance on Friday. The Advocate General of Telangana appeared before the Division Bench of the High Court at 8 pm. He told the bench that the post-mortem of the accused would be videographed. The court ordered that the CD or pendrive of the video to be given to the Chief District Judge of Mahbubnagar. It will later be given to the Registrar General of the High Court.
Police claim – accused killed during re-creation
All the four accused of raping a Veterinary Doctor in Telangana were killed by the police early Friday in the same place where the victim was burnt alive. Police said that during the re-creation, the accused snatched the weapon and tried to escape. All four accused were killed in self-defense firing by the police.
