Order of investigation against four including former CBI special director Rakesh Asthana, former DGP Luthra

  • On the complaint of the doctor from Chandigarh, CBI wrote to UT Advisor for investigation, Vigilance filed complaint
  • The accused include DSP Satish Kumar and an inspector, all will be called for questioning


At the behest of former CBI Special Director Rakesh Asthana, who was engulfed in controversies, an attempt was made to collect Rs 50 lakh from a doctor in Chandigarh. Investigations have been ordered against Asthana, former DGP of Chandigarh Tejinder Singh Luthra, DSP Satish Kumar who has gone back to Delhi and Inspector Ashwani Kumar on the complaint of the doctor. For this, CBI Delhi wrote to Chief Vigilance Officer of UT i.e. Advisor Manoj Parida – The whole matter is from Chandigarh. At the same time, officers have misused power. Therefore UT Vigilance should investigate this.

UT Vigilance had filed a report in this regard and asked the complainant, Dr Mohit, that if they stand by the complaint, then only further investigation will be done. The ensuing action is taken only after the doctor’s consent. Rakesh Asthana is currently posted in Narcotics Control Bureau, while Tejinder Luthra is in Delhi Police.

Threatened & Harassed to get money for foreign patient
The case is of Dr. Mohit Dewan, resident of Sector-21 Chandigarh. He alleges that at the behest of IPS Rakesh Asthana, the then DGP Luthra wants to get Rs 50 lakh from him for his foreign patient. For this DSP Satish Kumar and then SHO Ashwani Kumar made every effort. Harassed them. Sometimes police were sent to the house, sometimes they were taken to the police headquarters and threatened in the DGP’s room.

In September 2019, Dr. Dewan gave a complaint to the CBI director. When the CBI investigated, it was revealed that the doctor did not pay any money, went directly to the court against the police. Therefore, it seems from the complaint that the doctor was harassed by misusing power in it. Therefore, Chandigarh Vigilance should see this complaint. Big officers are involved in the case. Therefore, the CBI has asked Manoj Parida, a direct advisor, to investigate. Vigilance has started an investigation after the order. The statement of the complainant will be recorded first. After this, the officers who are accused will be called. They will be called to join the investigation.

Rakesh Asthana has been in controversies
Former Special Director Rakesh Asthana, who was posted at number two in the CBI, has been in controversies before. At first he was in controversies over the tension caused by CBI Director Alok Kumar. After this, the CBI had registered a case against him under the sections of the Corruption Act. Later, the government transferred the officers, then the matter got silent.
