He was the first among five individuals held by the ED in connection with the scandal. The other four individuals include Arunpati Tripathi, the managing director of Chhattisgarh State Marketing Corporation Limited (CSMCL), liquor businessman Trilok Singh Dhillon, hotelier Nitesh Purohit, and Arvind Singh.
